    This article, perhaps inadvertently, exposes a huge difference between the public and private sector when it comes to union organizing. The public sector people in question were managers. The federal law, the National Labor Relations Act, which only applies to private employment, excludes supervisors from coverage. Most state laws dealing with collective bargaining in the public sector do not include that exclusion. In any enterprise, whether it be a private company or a public agency there will at times be conflicts between the interests of the employees and the organization for which they work.
